You are really vauge on what type of RPG you are looking for...Are you looking for a hack and slash? Or more of a traditional Final Fantasy type or what?
More of a hack n slash live oblivion and not turn based like blue dragon.

Stalker is not an RPG... Neverwinter Nights, Divine/Beyond Divinity, Dungeon Siege, Vampire: The Masquarade: Bloodlines, Morrowind (since you don't want Fallouit or Oblivion you probably don't want that either though), Guild Wars, Sacred 2 is coming soon...

Stalker has quests that advance the story/game. And an inventory. There are no advancing levels, or skills.. How good you are in the game, is basically how good you are as a player.
Also, there aren't any moral choices in STALKER.
